In large, deep skillet, heat 1 tablespoons olive oil. Add broccoli, cut side down, cover and cook 8 minutes over moderate heat until nicely browned on bottom. Add water, cover and cook until broccoli is just tender and water has evaporated, about 7 minutes. Add remaining tablespoon olive oil along with garlic and crushed red pepper and cook uncovered until garlic is golden brown, about 3 minutes. Season broccoli with sea salt and black pepper, drizzle with lemon juice and serve.
